The United Nations Supreme commissioner on human rights Luiz Arbur on February 19th arrived to Moscow. On February 20th Arbur will go to Northern Caucasus to meet leaders of Ingushetia, Chechen Republic and Northern Ossetia, as well as nongovernmental organizations.

During her trip the chairman of the Council will accompany her on assistance to civil society institutes’ development and human rights at the president of Russia Ella Pamfilova. That was informed by Polit. Ru.

Louise Arbur was born in Montreal in 1947. She graduated the Montreal university and Ottawa university, became a member of Ontario province Bar. Worked in legal profession of Quebec and Ontario then got the post of professor of laws and the dean at the legal school "Osgood Hall" of York University. In 1987 she became the constant judge of the Supreme, and then - the Appeal court of Ontario.

Made her verdict on so-called "Feint’s case" concerned war crimes of the World War II. In 1995 led official investigation of actions of police in the female prison of Kingstown city, which attendants incorrectly treated prisoners. The same year she became the doctor of law of the New York University. Has a medal of the Montreal University. She got a glory of defender of mistreated women’s rights.

During her academic and judicial career, madam Arbur had a plenty of publications in criminal trial, criminal law, human rights, civil freedom and gender researches.

Since 1999 Luiz Arbur was a judge of the Supreme Court of Canada. Earlier during three years Luiz Arbur had worked as an accuser of the International tribunals across former Yugoslavia and across Rwanda. She got that post according to the recommendation of the USA state secretary Madeleine Allbright. Aspired to visit in Kosovo to get convinced of atrocities of Serbs in relation to ethnic Albanians, but Belgrad did not let her.

However that did not prevent her to declare military criminals Yugoslavian president Slobadan Milosevic and other four highest Yugoslavian officials. In relation to the operating leader of a sovereign state such action was undertaken for the first time.

In February, 2004 the General Assembly under Koffi Annan's recommendation unanimously approved the citizen of Canada Luiz Arbur the United Nations Supreme commissioner on human rights.
