The United Nations Supreme commissioner on human rights Louise Arbur declared at the press conference in Moscow that in Chechen Republic transition from authority of force to the legal society had not been carried out yet.

Arbur informed that she had visited three republics of Northern Caucasus – Chechen Republic, Ingushetia, and Northern Ossetia. She also met the president of Russia Vladimir Putin, the Minister for Foreign Affairs Sergey Lavrov, visited Moscow and St.-Petersburg.

As to Chechen Republic the commissioner admitted that in the republic there are available attributes of restoration, both of the material infrastructure, and the public institutes. Nevertheless, as she said, for the present there are too many infringements of human rights and, the most terrible, they widely commit tortures and continue to kidnap people.

Louise Arbur noted that the federal authorities transferred too many powers directly to Chechen authorities, however that generated new problems. First of all, they concern the state of Chechen law enforcement bodies that for the present had not become professional and respectable.

Madam Arbur denied rumors that she talked with the acting prime-minister of Chechen Republic Ramzan Kadyrov in some strained tone and that ostensibly Kadyrov offended.

"I talked not to Kadyrov personally, and with a big group of heads of Chechen Republic led by president Alhanov, - she said. - And I told the Chechen chiefs that inhabitants of Chechen Republic have many friends all over the world who support their desire to live in the legal society".

Louise Arbur also informed that in two months in Moscow the constant representative of the United Nations Supreme commissioner on human rights would begin working. The nominee has not been approved yet. However the list with eight applicants had been already made, and selection is carried out extremely scrupulously.
