From editors: this material explains much about events now occur in Adygeya, in Adygeyan-speaking regions as a whole, especially by way concerned their "economic inconsistency ", and the ways its inhabitants well-being "will rise" if these republics wouldnt exist.

Shapsugsky area was established by the 4-th congress the Black Sea Coasted Shapsugs, passed on August, 26-29th, 1924 in Tuapse town. On August, 30th the same year the congress report was approved by the presidium of the Black Sea district executive committee, and on September, 23rd creation for Shapsugian population an administrative-territorial area of the district submission was approved by the undersized presidium of the executive committee of the Southeast territory (since October - the North-Caucasian territory). In November, 1924 the question on the areas creation was positively solved by the Presidium All-Russian Central Executive Committee of RSFSR. According to the decision of the Black-sea territorial executive committee in the structure of Shapsugsky area they included 10 Shapsugian auls and two intermediate Russian settlements. However originally only 8 auls intergrated in the area: Karpovka (Kuibyshevka, nowadays - aul Aguy-Shapsug), Psybe, Big and Small Pseushkhos, 2-nd and 3-rd Red-Alexadrovskys auls (nowadays Kalezh and Lygotkh accordingly), Nadjigo and Kychmay. Two auls - 1-st Red-Alexadrovsky and Divine Waters (Khadjiko and Tkhagapsh) refused to join them but there is below about it.

As administer body of the area they approved (with the same decision of the district executive committee) the revolutionary committee (revcom) with the next staff: Aidmyr Bous (chairman), Mus Allalo, Jusuf Kadiev, Logosh Koblev, Guljaev (his name wasnt spelled; in 1925 - chairman of Tuapsinsky regional executive committee) the revcom members. The revcom used its powers till the 2-nd congress of Shapsugsky area Soviets (on March, 17-21st, 1926). Formally the revcom started functioning since September, 5th, 1924. as the Center of Shapsugsky area was named Tuapse town, not integrated territorially in it. The revcom was placed in Tuapse, in the house #1 in the Commune of Paris street. Analysis of available documentary sources allows to draw the conclusion that the initiative of Shapsugs dividing out from Tuapsinsky area and creation of their national-administrative formation belonged to the territorial authorities and was considered as an alternative to integration of the Black sea coast Shapsugs into Adygeyan autonomous area or to creation of Shapsugian autonomous republic, proclaimed at the 3-rd Shapsugian congress on September, 4th, 1922.

The background of Shapsugsky areas foundation is compound and in general looks as follows. In December, 1920 Kuban-Black sea regional revcom considered the problem of the mountaineers of Kuban and Black sea coast and made the decision by which creation for them an independent administrative and territorial unit basically was admitted as "desirable". At the 2-nd congress of the mountaineers of Kuban-Black sea area, passed on March, 2-8th, 1921 in Krasnodar, the question on foundation of a mountain autonomy was sounded, and the Mountain executive committee staff was elected. On May, 25th, 1921 the decision of the regional committee of Russian Communist party of Bolsheviks (RCP (b)) about necessity of creation for the mountaineers of Kuban and Black sea coast a separate national-territorial unit was made. On May, 31st the same year the structure of the Mountain executive committee was approved by the Kuban-Black sea regional executive committee as a separate executive committee, submitted the correspondent regional body. All those questions were discussed at the 1-st congress of the Black sea coast Shapsugs on July, 7th, 1921 where they approved Shapsugs integration in the mountain autonomy.

In the subsequent half a year the Mountain executive committee according to the regional executive committees decision from June, 13th, 1921 was engaged, first of all, in preparation of practical offers to the higher state bodies concerned separation of the mountaineers out from the area in the form of national autonomy. Within the framework of this on September, 19th, 1921 at the plenary session the executive committee considered (sent to it by the regional executive committee for conclusion) a written offer of Tuapsinsky district executive committee about division from its structure the occupied by Shapsugs Red-Alexandrovskaya settlement for its submission to the Mountain executive committee. In the conclusion the plenum specified necessity of integration into an autonomy of all auls of Tuapsinsky department, having formed from them a separate administrative area.

Partially the question on Adygs autonomy was resolved at the 3-rd regional congress of Soviets (on December, 7-10th, 1921). The Congress specified the name and territory of activity of the executive committee which took the name of the Mountain district executive committee. Under its submission they put the mountain population (Adygs), lived on the territory of Krasnodar and Maykop departments, as well as of Tuapsinsky department of the Black sea region. The 3-rd congress suggested the Mountain district executive committee to finish working out the question of separation of the mountaineers of Kuban and Black sea coast into an autonomous region. By that time on the territories, subordinated to the Executive Committee of the Town Soviet of People's Deputies, more than 100 thousand Adygs and 25 thousand Russians lived. Representatives of Shapsugs took part in the work of the 3-rd congress too.

Within the first half-year 1922 the question on granting Adygs with an autonomy was consistently considered in a number of instances: Kuban-Black sea regional executive committee, in the Peoples Commissariat of RSFSR on affairs of nationalities, in the All-Russian central executive committee (ARCEC) of RSFSR. At a session of the board of the Peoples Commissariat of RSFSR on affairs of nationalities taken place on January, 26th, 1922 they decided "to separate in Circassian autonomous region" only Kuban Adygs. The right of the final decision belonged to the ARCEC but the questions destiny had already been predetermined.

On March, 17th, 1922 the executive committee of Kuban-Black sea region with participation of the chairman of Tuapsinsky department considered the claim of inhabitants of 3 Red-Alexandrovskys auls about their refusal to submit to the Mountain regoinal executive committee and to be integrated into Circassian (Adygeyan) autonomous area. They demanded to keep them in Tuapsinsky department (since May, 1922 - district). The presidium "underlined" to the Mountain regional executive committee " the inadmissibility" of its "actions" (a question of submission to the region of auls, ostensibly, "without their will") which "radically break a principle of national self-determination of citizens and their will". On July, 27th, 1922 the Presidium of the ARCEC made the decision about creation of Adygeyan autonomous area. Shapsugs were rejected to integrate in the area. The official motive concerned their remoteness from Kuban Adygs.

For discussion of the developed situation on September, 4th, 1922 the 3-rd Shapsugian congress was gathered again. Having expressed their disagreement with the refusals motivation, the congress delegates, first of all, cancelled their decision of the previous congress about integration in Adygeyan autonomous area. Simultaneously the congress had unanimously voted for creation of Shapsugian autonomous republic. Mus Allalo presided the congress then , as the congress secretary was elected Jusuf Naguch. In his speech before the congress delegates Jusuf Naguch, in particular, told: "Constitution (of RSFSR) which have proclaimed freedom of self-determination, has given us, Shapsugs, freedom, therefore I suggest declaring Shapsugia as the Soviet republic".

In the approved congress resolution based on J.Naguchs offer they wrote:
1. Shapsugia is the Soviet republic, a part of RSFSR. Henceforth the Soviet republic of Shapsugia, being managed by the Time executive committee, elected by the present congress, exists.
3. Republic of Shapsugia has the right of legislation.
4. Republic of Shapsugia in military, financial, juridical, internal, educational affairs disposes independently, without restriction (except foreign affairs, spoken in the note).
5. Towns, railways, telegraphs, ports, lands, woods, mountains and so forth being in the territory of Republic of Shapsugia are the property of Republic of Shapsugia.
6. Shapsugs, violently moved from the territory, should have all rights of Shapsugs, nowadays living on Shapsugian territory.
7. Not-Shapsugs, nowadays living on the territory of Republic of Shapsugia, have henceforth the right to live there in accordance with general law practice.
8. After the creation of Republic of Shapsugia by the central authority of RSFSR the republic of Shapsugia is included on the contract basis into RSFSR.

As the chairman of the Time executive committee of Republic of Shapsugia they elected Djambulet Naguch, Abdul Khlechas became its secretary. Jusuf Naguch and Aly Naguch (inhabitants of aul Aguy) were given by the congress with powers on behalf of Shapsugian people to achieve Republic of Shapsugias recognition by the supreme bodies of RSFSR and to resolve all the problems connected with the issue.

Since the moment "autonomist moods" of Shapsugs became known to the district and the regional authorities, including the most notorious enforcement body - OGPU, they organized a deep inside work for breakdown of such tendencies". Similar work was carried out in relation of Tuapsinsky district executive committee. The idea of inexpediency of creation in any form of Shapsugian autonomy persistently took root. In every possible way they inspired that the autonomy would harm people just in connection with its undersized number and poverty. It was spoken also that payments for the official staff of the autonomy would finally ruin Shapsugs as would definitely demand fixing of surtaxes. To rise up independently, without outside help Shapsugs ostensibly wouldnt be able; as otherwise they would lose their right to claim such help. The real reason for counteraction of the local officials to foundation of Shapsugs statehood was the idea that in 1920s (as before) considered giving Shapsugs (and all Adygs) a seaway to be politically inexpedient and even dangerous step.

Up to 1923 "the processing" started giving its fruit: opponents of self-determination began appearing among Shapsugs. Having seen that the Soviet authority bodies were against Shasugian statehood, they have started to declare advantage of staying in Tuapsinsky district structure; alone with Russians, "antiautonomists" (a term of that time) convinced people that only in that case Shapsugs would be rendered with economic help they needed so extremely. In favour of that opinion they spoke that the existed local authorities did nothing to improve Shapsugs financial position.

In1922-1923 Shapsugs addressed repeatedly to the authorities with a petition for funding the auls with lands for cultivation. But that question till February, 1924 had not been considered by any instances at all. In the auls there were neither schools, nor hospitals, good roads; they werent included in the network of the common customers cooperation, and so on. Still the movement against Shapsugian self-management had not found any wide support of the population. Against separation from Tuapsinsky district and creation of the national autonomy only auls of 1-st Red-Alexadrovsky and Divine Waters (Khadjiko and Tkhagapsh) were. At the meeting of the auls representatives, taken place right in the beginning of February, 1924, before Jusuf Naguchs departure to Moscow, leaders of the named auls had affirmed again their disagreement with his position.

Archival documents do not specify directly the reasons of persistent opposition to the idea of autonomy. They only allow to presuppose what actually was hidden behind that fact. In the beginning of February, 1924 Jusuf Naguch left to Moscow. On February, 23rd he spoke at the session of the Peoples Commissariat on nationalities commission with the petition required approving the 3-rd Shapsugian congress resolution. As a result the commission decided "to recognize essentially possible to give Shapsugian people an autonomous region, at the same time having charged to the commission supposed to go for inspection to Adygeyan (Circassian) area to survey among others position of Shapsugian nationality ".

Before publishing of that resolution, the session of the presidium of Kuban-Black sea regional executive committee, at which they considered the problem "About Shapsugs", took place on February, 7th, 1924. As the reason for that questions discussing they named a severe position of Shapsugs, necessity of rendering them "real support". For solving of Shapsugs problems they had admitted as necessary additional investments for them of agricultural lands, giving their auls ancient woods and granting the right for free-of-charge using local pastures and, as it was spoken in the resolution, "sources of collateral using woods". The auls were also allowed procabining of roads in necessary directions.

A corresponding service of the regional executive committee was offered to make a plan of roads construction and to control its working out. The presidium recognized as a necessary action organization in the auls Soviet Village schools of the 1st step and one school of the 2nd step. Charges for that organization as well as equipping of the schools were laid under the regional executive committee. Due to its means it was also supposed to build a hospital. All financial papers they required to present the budgetary commission. The presidium recognized as extremely necessary inclusion of the auls in the general network of the common customers cooperation. "For more correct revealing Shapsugs needs and solving the problems of render to them" the presidium decided to assemble Shapsugian congress. The congress board was entrusted to the Black sea regional executive committee. At the presidium questions of Shapsugian autonomy, according to the report, were not discussed.

Soon after his returning from Moscow Jusuf Naguch was arrested, ostensibly, as a Turkish spy, then condemned (for "counterrevolutionary activities") and deported to Siberia along with his brother Aly. In Shapsugia anyway they had not been forgotten. For their release not only their fellows villagers petitioned. Inhabitants of aul Kychmay in the address to Shapsugian revcom in September, 1925 wrote: " In significant for Shapsugian people day (the 1-st anniversary of creation of Shapsugsky area) we should recollect the man who was the first intercessor before the Soviet authority about giving Shapsugs an independent administrative unit, citizen Jusuf Naguch now deported on some fatal bewilderment far beyond the native land. We authorize the area revcom to petition constantly before the higher authority for returning in the family of Shapsugs one of the laudable citizen of the Soviet authority comrade Naguch for salutary and useful activity in blessing native people and prosperities of the Soviet authority ".

Jusuf Naguchs arrest, probably, had even more convinced the opponents of coming out of Tuapsinsky district in insecurity of following to the autonomist idea. The offer of giving Shapsugs an administrative-territorial area including in it 10 auls within their borders (without a seaway-out), with submission to the Black sea regional executive committee, apparently, arisen in the beginning of 1924 in connection with activization of Shapsugian republics supporters. The official variant of granting with independence of Shapsugs differed radically from Jusuf Naguchs offer, approved by Shapsugian congress, as well as from the resolution of the Peoples Commissariat on affairs of nationalities of February, 23rd, 1924. As documents showed, the authorities understood very well that distinction. From the very beginning it was obvious for them that so-called "division into districts" imposed to Shapsugs economically was absolutely not perspective and played as a scenery of such autonomy.

On August, 26th, 1924 the 4-th Shapsugian congress should begin the work. "Rebellious" auls had expressed their negative position to that congress convocation in which agenda there was a question of Shapsugs self-determination. They had decided not to send their delegates to the congress. However having learned that they were going to discuss at the congress the problem of land using, they sent 2 delegates (instead of 6) and several men as the congress guests. At the congress the delegates of Khadjiko and Tkhagapsh auls had spoken out against separation of Shapsugs out of Tuapsinsky district; some of them left the congress as a sign of the protest. But lets follow the events.

Delegates and guests of the congress (50 and 100 person accordingly) were interested in discussing of the single question their autonomy - or as it was formulated by Shapsugs, their self-determination. During the discussion of the agenda the regional executive committees representatives achieved changeover of the question on self-determination with a question of "division into districts". Besides, having used an urgency of the agrarian question for Shapsugs, they were managed not only to bring it for discussion at the congress but also to include it in the agenda as the first item. For switching attention of the congress guests and delegates from the question on self-determination to the agrarian question, a special commission on control and consideration of requirements and offers (for their completion) was created. The commission executed its task completely.

The congress declared the petition for Jusuf Naguchs realease which apprehended by representatives of the regional authorities as anti-soviet attack in protection of "counter-revolutionary". At the sessions of presidiums of the Black Sea district and regional executive committees (August, 30th and September, 23rd accordingly) where the congress report was approved, decisions about the prompt resolution of Shapsugs problems were passed. Texts of the resolutions were fulfilled with expressions - " immediately to send ", "to attend quickly " ("to make, "to consider"), " to specify necessity of all-round support " (" to recognize necessity of maximal support"), " to start immediately", " to establish unrelenting supervision above urgent carrying out of land management".

After the congress had approved so-called division into districts for Shapsugs, inhabitants of the auls Khadjiko and Tkhagapsh at the assembly declared about their boycott to the revcom. The assembly decided "not to integrate in founding Shapsugsky area and to refuse submission to it". Red-Alexandrovsky Village Soviet was forbidden to submit to the revcom and to obey its orders. Requirements of the joint commission of the revcom and Tuapsinsky district executive committee about immediate submission to Shapsugsky revcom had no any results. An analogous resolution was born also at the plenum of the Black sea regional executive committee, in which two representatives of the auls participated.

In reply to "the pressing actions" Red-Alexsandrovsky Village Soviet which members were represented by the aul leaders, decided to send in the revcom two petitions: about renaming of the aul Red-Alexandrovsky in Red Lygotkh and renaming of the aul the Divine Waters in Tkhagapsh. As for the resolution of the regional executive committee they decided to appeal against it in Moscow, " the center". The auls and their leaders hoped for satisfaction of their petition as they considered that the Soviet authority had given them the right for voluntary self-determination; so, they thought they were free to determine - to be or not to be in Shapsugsky area. Their hope was supported with consideration that like in the similar situation in March, 1922 the regional authorities, as considered, agreed with auls inhabitants, having cancelled submission of Red-Alexandrovskys auls to the Mountain executive committee.

In October, 1924 the commission of the Black sea region and the North-Caucasian regional executive committee with the long name "On finding-out of expediency of exclusion of auls 1-st Red-Alexandrovsky and the Divine Waters out of Shapsugsky revcom and on inspection of executing decision of the Black Sea regional executive committee concerned Shapsugs question" arrived in Red-Alexandrovsky Village Soviet. A meeting alone with the auls leaders on which the commission insisted, did not take place; however at the assembly appointed next day they send 85 person. They were reported about importance of the offered administrative structure for Shapsugian people. Gathered were convinced long of necessity and advantages of integration in Shapsugsky area administrated by the national revcom which would solve for them all social-cultural and economic problems; that the Soviet authority would render to the area all possible help.

In reciprocal speeches contra arguments which in due time had been used by the authorities in its propaganda against Shapsugskaya republic were sounded almost literally. So, the speakers doubted that the Soviet authority began to help Shapsugsky area economically (earlier they had heard quite the opposite things) and on the contrary, considered that if they remained in Tuapsinsky area would have support of the authorities equal to the render to Russians. In speeches of the auls inhabitants it was hinted at communication of the revcoms leadership with some " Turkish spies " (meant condemned by OGPUs fabrication Jusuf Naguch) which, in their opinion, would automatically have a bad affect to the attitude of Russians to Shapsugian national area. In such conditions the separation out from Tuapsinsky district was considered by them would cause worsening of the peoples position.

The commission demanded from the assembly canceling of its decision which had forbidden the Village Soviet to submit to the revcom, as from the Village Soviet to immediate obeying of the orders of the last. Otherwise the commission had threatened to apply to repressive measures. Despite of it, the gathered had confirmed their former intention not to be a part of the area till consideration of the question by the center. In the case of refusal, they stated, they should be forced to it with force. The Black sea regional executive committee passed under the report of the commission, gave the auls inhabitants for correspondent consideration seven days. After that term, in case of their refusal, the Village Soviet had to be dismissed, its members - prosecuted, in the aul revcom in the structure of three person should be appointed. What was reason for so long and persistent counteraction of auls inhabitants to creation of national autonomy in any form: Adygeyskaya autonomous area, Shapsugskaya republic or Shapsugsky area?

In the report the mentioned commission specified on two obvious, from its point of view, reasons: economic and political. To the reasons of economic character, first of all, the commission added the agrarian question, or if to be more precise Shapsugs land-lack. Those motives the commission explained with existence both of "autonomist", and "antiautonomist" tendencies. In the last case the will to separate from Russians was really considered as the reason for refusal of authorities to solve Shapsugs problems. The commission underlined the fact that for two months of the districts existence they did nothing for improvement of Shapsugs living: land using even on the approved areas wasnt started, the promised for those purposes money the revcom hadnt received. The revcom itself was practically abolished from solving of that problem: the committee had no information about the plan of land using and officials responsible for that work in the Black sea regional executive committee.

In the question of roads construction they had not started even researching of the territories; the network of the common consumers cooperation was still out of the area (there was not any trade in the auls, output of agricultural raw materials and products). Schools were planned to be opened up to November, 1st; their teachers were collect only among Russians (except Aguy in which the second teacher was a Shapsug). Shapsugs were still lacked in the rights for using woods, pastures. As a political motive of the auls refusal to be integrated in Shapsugsky area the commission considered influence of the propaganda against Jusuf Naguch and his associates as well as mistrust to the will of authorities to the areas existence.

However (from the commissions point of view) the main reason of the conflict nevertheless laid in personal, latent motives: mutual relations of auls leaders and the chairman of the revcom. The speakers rejected any claims to the revcom, including the chairman. In the conclusion of the commission they offered two variants of the attitude to the petition of auls and . If Shapsugsky areas existence seemed to the authorities expedient it was necessary to achieve recognition by the auls the revcom and obeying of executing all decisions of the district and the regional executive committees. Otherwise that protest was worthy attention as an pretext to the areas liquidation which had not, by the way, any economic preconditions for independent functioning in the established borders. Coming back to the question of the latent reasons of the persistent resistance of some auls to their inclusion in any national-territorial formation, we have to tell that they really existed but their essence, in our opinion, consist in other things.

After the end of the Russian-Caucasian war even 60 years had not passed. The people who had tested all its horrors, including deportation, "charm" of the living under power of the imperial administration or long-term, full of deprivations and dangers life in remote mountain refuges, were still alive. Heavy, sad existence under power of the recent enemy caused that Adygs had set aside, tried to communicate with Russian in the least way; estrangement and fear of all Russian developed among them. Adygs tried not to interfere in political life, in revolutionary events as considered that at any case they would be guilty. During founding of the Soviet authority and the Civil war in Kuban, poorly guided in the politics, Adygs appeared to be involved in the struggle between the reds and the whites. It, as known, cost much to them. So, in 1918 troopers of Taman division destroyed a number of "hostile" auls, including Koshehabl; many people died.

Soon after the assembly the auls leaders were arrested. Among "those leaders" the authority named Chylezah Tokh, Baulet Lytkhush, Ibragim Heishkho (the chairman of the Village Soviet), Bram Syzo, Khadji Gerbo. Under the threat of further reprisal on November, 16th 1924 (at the 1-st congress of Council of Shapsugsky area) auls through the representatives Masao Makaev and Ibragim Cheren were been compelled to recognize authority of Shapsugsky revcom. In its turn the congress asked the revcom to petition for ending of the cases of arrested persons and their resease. The congress asked also the regional executive committee about carrying out of land management for Shapsugs, about financing schools, the regional revcom work. In 1925 in Shapsugsky area 5 Village Soviets were totaled: Karpovsky (Kuybyshevsky; in 1926 from it Psybinsky Village Soviet separated), Pseushkhovsky, Kychmaysky, Red-Alexandrovsky, Kamir-Astakhovsky (with the center in Golovinka village). The area population made 3730, Shapsugs among them - 3366, Russians - 361, settlements quantity - 14.

In 1930 (not later than June) the center of Shapsugsky area was replaced (without taking into account Shapsugs opinion) from Tuapse in 2-nd Red-Alexandrovsky aul (aul Kalezh), and in October, 1930 - in the settlement Soviet-kwadje (territory of former private property of Golubev). The areas viability was initially negatively affected by mixed delimitation with Tuapsinsky district, lack of automobile communication, railways and sea. Worked in the area in August, 1925 the commission of the Black sea regional executive committee and Tuapsinsky district on inspection of activity and staff of Shapsugsky revcom and included into its structure auls councils, realizing the report, marked: "Shapsugsky area is not a separate territory occupied by Shapsugian people and limited by the general borders, it consists of the several territorial sites divided by territories of Tuapsinsky district of village councils which put among them ". Further in the report the absence in the revcom "any means for current needs of village councils (which had to use self-taxing) was marked. They also mentioned that the whole powers legislative, executive and judgment were in fact in the hands of the civil assemblies.

In the report they stated that allocated to the area sites with their settlements are all situated in rivers valleys, aside roads not only automobile ones and railways but cart-tracks too; communication with administrative and trade centers are impeded and in some cases (because of river floods, rains, snowfalls) are impossible. All of this, - was written in the report, - creates a compelled isolation of the auls councils and integrated in them auls which makes extremely difficult economic development of the area. In the report they also confirmed that the reason for the difficulties of economic sphere served an extreme lack of the lands useful for cultivation. However on February 1924 the regional land management obliged the forestry to mark measures capable to improve economic situation of Shapsugs.

The project of land management was also presented to the 4-th Shapsugian congress. According to it " for 3424 people of Circassians it was planned to tap 3424 one tenth of the lands convenient for agricultural using, at the rate of for one man - one tenth ". Land management (land tap) was planned for 1924-1925. still it started it in March, 1925. In the mentioned report it was spoken that at the moment of the inspection (August, 1925) " all land management of Shapsugs is conducted without any participation Shapsugsky land department ". Re-elections of Village Soviets took place In February, 1926, and on March, 17-23th the 2-nd congress of Council of Shapsugsky area. The chairman of the district executive committee was elected Murat Khusht, the heads of village councils became: Djambulet Naguch Karpovsky aul, Magomet Achokh Psybinsky aul, Nuh Khunov - Red-Alexsandrovsky, Kady Kadiev - Kychmaysky, Ais Napso - Pseushevsky.

An interesting fact of the area life. In May, 1926 Shapsugsky area executive committee petitione to the Black sea regional executive committee for giving the area " the old flag of Shapsugian people which now is in Adygeyan local museum, sent it is erroneously from Tiflis town museum along with other banners of Caucasian people". Really the Shapsugian standard of 1840 was sent from Tiflis to the mentioned museum. It was in extremely bad condition. Rather recently the standard of Shapsugs (and of Natukhays) was professionally repaired and now has a worthy place into the exposition of the National museum of Adygeya. Territorial dissociation of Shapsugsky area was liquidated in 1934 with integration into it out of Tuapsinsky district of Lazarevsky Village Soviet with the village Lazarevskoye which became the center of the area. So, Shapsugsky area received a significant the sea coast, and a railway station.

Expansion of the areas territory due to Lazarevsky village council had the opposite process of reduction of Shapsugs share in the areas population. In October, 1935 in connection with disbandment of Tuapsinsky district Shapsugsky area was added Makopsinsky village soviet also occupied with Russians and mixed population. In 1940 the united Shapsugsky area was liquidated as in April that year with re-founding of Tuapsinsky district the last was given occupied with Shapsugs Kuybyshevsky and Psybinsky village councils. In May 1941 to the 7 village councils of Shapsugsky area Loosky, Solokh-Aulsky and Volkovsky village councils (with ethnically mixed basically Russian - population) were added.

According to the passport of Shapsugsky area in September of 1942 its territory occupied nearly 1,5 thousand square km; population reached 17,5 00 people, from which 4 thousands were Adygs. In 1943 at the board of Shapsugsky area committee of RCP (B) they raised the question of renaming of Shapsugsky area into Lazarevsky. With 2 against (the secretary of the area Comsomol committee M.P. Khusht and the chief of the land department of the area executive committee A.M. Khlechas the areas destiny was defined. On May, 24th they signed the Decree of the Presideum of the Supreme Council of RSFSR about renaming of Shapsugsky area in Lazarevsky district.
