Abkhazia’s Foreign Minister Sergey Shamba and Deputy Special Representative of the UN Secretary-General for Georgia Ivo Petrov discussed subjects of the upcoming meeting with UN agencies in Tbilisi that is scheduled for November 2. At the meeting, projects financed by the European Commission and aimed at development of communications in Gali, Ochamchir, and Tkuarchal Disctricts of Abkhazia. It is noteworthy, that major partners in carrying out these programs would
be the UN Development Program and UN Observer Mission in Georgia (UNOMIG).

As Abkhaz Foreign Ministry press office reports, Petrov said, “much attention would be paid to reconstruction of hospitals in these districts and, first of all, providing them with autonomous sources of power supply.” According to him, “it is a large and serious project, so a managing committee would be established, that will include
representatives of UNDP and UNOMIG as well as Georgian and Abkhaz representatives.”

Sergey Shamba confirmed that Abkhazia was interested in fulfilling the program. By the way, he strongly objected UN intention to include Georgia’s representatives in working groups to work at the territory of Abkhazia. According to the minister, “Georgia would purpose its political objectives striving for involvement in projects to be carried out in Abkhazia.”

Answering Petrov’s questions about police in Gali District and opening of the UN Human Rights Office in Gali, Shamba said: “In Zugdidi, the police contingent has been deployed for a long time, but it has shown no influence on the criminal situation in the area. As for the Human Rights Office, we already have one in Sukhumi and its activity covers the whole Abkhaz territory.

The office experts visit regularly Gali District, and there is no need to open another office in Gali.” Talking about education in the Georgian language, Shamba said there were some problems. “We have to prepare textbooks for this, especially in history, as our approaches to history differ from the ones that Georgia has.” According to Shamba, for a start, it is necessary to train teaching staff and educational programs.
