To Chairman of the public chamber of Kabardino-Balkarian Republic Taov P.К.

Dear Pshikan Kesovich!

On July, 14th of 2010 to the address of the Chairman of the public chamber of Kabardino-Balkarian Republic a document of Kabardino-Balkarian public organization «Alan» in which on behalf of pseudo-Alanian council it was offered to withdraw the bill of KBR Parliament «About status of lands nomadic animal industry in KBR» and the bill of Circassian public organization «Adyghe Khasa» and the regional social movement «Kabardian Congress» «Law about status of territories and use order of lands with a view of traditional forms of nomadic animal industry in KBR» as, ostensibly, mismatching the federal law № 131, economically unreasonable, unjust and mismatching requirements of the market economy, had acted.

That next document, proceeding from Balkarian public organizations of KBR, continues a chain of the documents under which influence the republican authority initiated transferring of the common pastures to Balkarian settlements exclusively that caused an acute aggravation of the political situation in the republic.

The document presented you has information which can lead into error members of the public chamber of KBR.

So in item 1.1. they mentioned some data from “Information on situation in Balkarian areas of KBASSR” from 2/23/1944 #1/63. Meanwhile, in 1944 any “Balkarian areas” did not exist, as well as there were no “Kabardian areas” or “Russian areas”. The named areas had no national status, were not national-territorial formations, and only had the status of administrative areas of KBASSR.

The Information, made 2/23/1944, # 1/63, presented the people's commissar on inner affairs of the USSR Lavrentiy Pavlovich Beria by the people's commissar on inner affairs and state security of KBASSR before eviction of all the Balkarians from the territory of KBASSR, did not change the administrative status of the four areas of the republic, and did not transform them from administrative formations into national-territorial.

However that did not prevent the authors of the document already in the next offer to declare the territory of those areas as ‘Balkaria’, estimating its area in 503 064 hectares. In that connection we should note that neither in 1944 no later any territorial delimitation Balkaria with Kabarda within the limits of Kabardino-Balkaria took place. Territorial delimitation of Kabarda with its mountain (Tatar) communities in 1864, and the borders of Balkarsky area in 1922 at the moment of uniting with Kabardian autonomous region, occupying essentially smaller territory, than the territory of the four administrative areas of KBR, were unilaterally declared by the document’s authors as ‘Балкарией’ on the basis of the information presented in 1944 to L.Beria.

Thus, the authors of the document confuse the addressee, inserting the idea that in 1944 Balkaria with territory of 503 064 hectares had ‘really existed’.

In the same item they affirm that “Now in the territory of Balkaria there are “Elbrus national park” (area of 87 000 hectares), “Kabardino-Balkarian high-mountainous reserve” (area of 53 300 hectares), a wood fund (reserves and hunting facilities) of 141 897 hectares, snow mountains, glaciers and a frontier strip in the width of 6-10 km where any economic activities are restricted”. Besides for today there is no Balkaria existing, as there is no Kabarda separately exiting in the borders of united Kabardino-Balkarian Republic. Approving existing of any objects in the territory of Balkaria would be possible only after its delimitation with Kabarda. Without that all the statements about Balkaria and its territories have no sense.

Besides the northern part of Elbrus national park is situated in the territory of Zolsky area, and was not in the territory of the mountain (Tatar) communities of Kabarda after the delimitation in 1864, and in the territory of Balkarsky area in 1922 either.

In item 1.2 they cited data of “Territorial Management of Russian federal property service in KBR” on 1/1/2009 on recalculation of all kinds of farmland in KBR in the conditional arable land on one inhabitant of "mountain" areas of the republic. They compared the quantity of a conditional arable land "mountain" areas Elbrussky, Cheghemsky and Chereksky to flat and foothill areas: Baksansky, Zolsky, Leskensky, Maysky, Prohladnensky areas, and made a conclusion that one inhabitant of the mountain areas has 2-3 times less a conditional arable land than one inhabitant of the flat and foothill areas of KBR. Similar methodic procedure is biassed as it is called to create a appearance of the worst material providing of mountain settlements’ inhabitants.

For example, in Cheghemsky area the rural Circassian (Kabardian) population makes 40 180 people, and the Balkarian agricultural population makes 10 123 people. Thus the territory of Circassian settlements has increased for 893 hectares, and Balkarian one - for 80 405 hectares. However during such calculations the Balkarian party divides the territory into the whole population of Cheghemsky area that is an artificial creating of a appearance of small providing with land in the mountain settlements.

It is rather doubtable the necessity of using the methods of recalculation of mountain pastures in conditional arable land, considering, that use of mountain pastures for arable lands is not supposed at all. For exception of such gamble we suggest to make a calculation to find out what quantity of the pastures is necessary for one inhabitant of mountain (Balkarian) settlements and for one inhabitant of foothills and plains.

The document presented the public chamber by the organization "Alan" also tries to lead into error the addressee, approving that the nomadic animal industries had arisen just 45 years ago being connected with returning of Balkarian people after the deportation. The nomadic animal industries of Kabarda as the branch of agriculture can be historically traced, at least, during the last several centuries.

Proceeding from that the actions of the state authorities of Kabardino-Balkaria which earlier had already decided to satisfy the unreasonable claims of the Balkarian party, based on the documents similar the considered one, led to giving several settlements of common pastures in Chereksky, Cheghemsky and Elbrussky areas, aggravated the political situation in the republic, and also proceeding from that the requirements alike to the stated above, are unreasonable, conflicting and are politically dangerous, we offer:

1. To cancel the republican laws ## 12, 13 and all the amendments to them, having returned that the pre-conflict situation.

2. To adopt the bill of the public organization “Adyghe Khasa” and the republican public movement “Kabardian Congress”. This bill assumes fixing land sites of the mountain pastures among all the settlements as it has been developing historically. Thus each settlement, irrespective of its population’s nationality or localization, will receive the land site which had belonged it historically.

Only fair fixing for each village of that land site of the mountain pastures which it owned traditionally, will help to stabilize the political situation in KBR, and lead the conflict out from the dangerous line of the interethnic collision.
