Dear Mr. Prime Minister,

The tragic history and the valuable experience of the Jewish people in the revival of their statehood attract the eyes of the Circassian community of the world. After all, the Circassian nation are the also people in exile, as the Jewish nation were up until creation of The State of Israel. The works of Theodor Herzl the founder of Zionism are reference books for many contemporary Circassian leaders, who consider this outstanding son of the Jewish people as one of their spiritual father.

Jewish-Circassian relations comprise more than a thousand years both in the Caucasus and the Levant. And if the influence of the Khazar state on Circassian culture is now only at the beginning of consideration of its true value, the role of Jewish intellectuals in the formation of the whole new areas of intellectual life in the Soviet Adygea, Kabardino-Balkaria and Karachaevo-Cherkessia is a well-known fact.

For their part, Circassians have played a significant role in shaping Israel's agriculture, and in times of their political influence in the Middle East they repeatedly supported the Jewish repatriation, beginning with the epoch of the reign of the Circassian Mamluks, to the times of ending of the British Mandate period.

As always being loyal to the countries of citizenship, fulfilling their ancient code of honor (Adyghe Khabze), the Israeli Circassians honestly serve their country, as you might be aware. Israel didn’t remain ungrateful: Circassian villages of Kfar Kama and Rihaniya in Galilee are the most famous settlements in the Circassian world now. One can hardly find another such place, where better conditions are created to preserve the Circassian identity and to develop the local Circassian community adequate to the epoch.

Today, Syria is in civil war. In this regard, we, the representatives of Circassian organizations of different countries, refer to Israel as a state not just neighboring Syria, but as a country able to provide more effective assistance in the development and implementation of the plan of evacuation of Syrian Circassians.

We ask to allow the creation of A Refugee Aid Center for Circassian exiles on the territory of Israel, with the assistance of Circassian settlements existing in Galilee, in cooperation with the Circassian organizations, International foundations and the United Nations High Commissioner for Refugees.

The specifics of the Israeli-Syrian relations eliminate the possibility of appealing to the Israeli authorities directly on behalf of the Syrian Circassians, but the Circassian world is a single body, one nation. We hope that we will be heard by the Government and people of Israel, and Syrian tragedy will be the starting point of a new era in Jewish-Circassian relations, the beginning of a great and strong friendship.

In conclusion, allow us to draw your attention to the fact that in addition to the Circassians, tens of thousands of Russian citizens, who were born in the USSR (most of them of Russian nationality), are in Syria. We appeal to you not leave them to the mercy of fate. Perhaps, Israel is the only hope for these people to survive the upcoming chaos.

Yours faithfully,

Esref Bas (Tsey)
