A resolution with requirement to Russian government to withdraw the bill about public organizations or amend it is brought in the U.S. Congress. As on December, 10th they informed RIA "Novosty" in the secretary of the House of Representatives of the Congress, authors of the resolution were chairman of the committee on international relations of the chamber congressman-republican Henry Hyde and the member of the administrative board of the committee congressman-democrat Tom Lanthos.

"The resolution calls the government of Russian Federation to withdraw or to amend the offered bill that would state rigid restrictions on creation, operations and activities of internal and foreign nongovernmental organizations in Russian Federation", - it was underlined in the preamble of the document. It was put on Friday for further consideration in the committee on international relations of the House of Representatives of the Congress.

The similar resolution, predictably, would be also offered to the Senate of the USA. Earlier the U.S. government commission on security and cooperation in Europe sent a letter in which it warned about negative consequences of adoption of amendments to the law on nongovernmental organizations addressed to the speaker of the State Duma Boris Gryzlov.

Note: the president of Russia Vladimir Putin directed on December, 9th his conclusion on the bill concerned nongovernmental organizations (NGOs) to the chairman of the State Duma of Russian Federation Boris Gryzlov. Consideration of the bill by the lower chamber of Russian parliament in the second reading is planned for December, 16th.

In his conclusion Putin recommended to exclude or change some positions of the bill contradicting the international law. So, foreign NGOs should not, in his opinion, be transformed into Russian public organizations that initially followed from the text adopted by the State Duma in the first reading.

The Federal registration service of the ministry of justice of Russian Federation (Rosregistration), according to the document should not inquire financial and economic documents concerned Russian NGOs, and public organizations without the status of juridical person would not be obliged to notify the state about their creation.

However, many other positions, criticized by Russian experts and the Council of Europe, were not considered, legal experts suppose. So, nothing is spoken about interdiction for foreigners to create and participate in work of Russian NGOs, mentioned in the bill. The principle of registration and reporting of all NGOs in the Rosregistration bodies was left and proved to be true.

In the conclusion of the president nothing was told about that an official of the registration service on the basis of own judgment instead of court’s verdict should not make a decision, whether a founder promoted extremist activities or money laundering.

Vladimir Putin's conclusion was a step in the right direction but still insufficient one. They took off, basically, the positions obviously contradicting the international law and the Constitution of Russian Federation. However the law orientation on toughening of the state control of activities of international, foreign and Russian NGOs remained and even was strengthened. At the same time there is a lot of reasons for arbitrariness and selective using of the law, legal experts believe.
